Embed your Hangouts on Air or YouTube live streams on your own website or blog by enabling monetization
YouTube now requires that you have monetization enabled and AdSense linked to your YouTube channel to embed your live streams, including Hangouts on Air.
If you try to embed a live stream on your website without first enabling monetization and linking AdSense, viewers will see an error message, rather than your broadcast.
You can check to see whether you have the option to Embed live streams enabled for your YouTube channel at
www.youtube.com/features
As far as I know, you don't actually have to have ads displaying on your videos. Just enabling monetization and linking AdSense should be enough to have access to that distribution option.

Do we know if this applies to public live streaming only or all live streaming (including unlisted etc)?

Carol Dodsley best I can tell it applies to all live streaming - that's just by setting up a live event, then checking the Event > Advanced Settings > Distribution options.
